Clean up after pets may become law

If there are no problems with a proposed lease agreement, plans have been made to beautify the portion of Union Pacific Railway’s right-of-way on both sides of Esplanade.
At last week’s Cuero City Council meeting, Keep Cuero Beautiful member Jim Hedrick presented plans by KCB to improve the looks of the right-of-way and create more parking spaces.
Union Pacific had recently offered to lease those portions of their right-of-way as part of a long-term lease they already have with the city. By including this new portion, it would allow for KCB and City of Cuero to level the property and possible add trees during a proposed three phase plan.
Approving the proposed expanded lease with the railroad company is pending.
Not long ago Council was asked to allow people to purchase certain lots and grave spaces in Hillside Cemetery that were on a hold list kept by the city.
At last week’s meeting, Council approved the first of three readings that will allow people to purchase those spaces that are on “hold” status. People that want to purchase the grave spaces on the “hold or waiting” list will have up to 30 days after the final passage of the ordinance to pay for them.
The City is proposing to increase the cost of grave spaces and lots with the final passage of this ordinance also.
Another new ordinance receiving first reading approval involves residents that have cats and dogs. This ordinance will require pet owners to clean-up after their pets deposit feces on public or private property. It will require two more readings before becoming law.
The ordinance states, “The owner of every cat and dog shall promptly and sanitarily remove and dispose of any feces or excreta deposited by their cat or dog on any public property, including public sidewalks, streets, recreation areas, and upon any private property not within the control, possession, supervision, of the owner.”
Council said the ordinance has been prompted by pet owners walking their pets in Hillside Cemetery or in city neighborhoods and not cleaning up after them.
Council approved the allocation of hotel occupancy tax revenues. The ordinance allocating those revenues will see 10.8% go to DeWitt County Historical Museum, 64.2% go to Cuero Chamber of Commerce, and 12.5% go to Cuero Heritage Museum. This tax revenue is primarily used for advertising and attracting tourists.
It was estimated the city’s portion of the hotel occupancy tax revenue for the 2008-09 year was $98,827. That compares to the previous year’s total of $76,057.
